General Statement of Job:
Under limited supervision, performs advanced level clerical duties combined with advanced level administration or technical work in supervising the daily operations of the assigned area. Work involves supervising and overseeing Parkways office personnel; preparing and monitoring contracts and invoices; coordinating and preparing contracts, bids, and specifications; preparing department legislation; handling personnel matters for the Parkways Department; assisting the Superintendent and Department Director with annual budget for the Parkways Department; assisting in preparing the Capital Outlay Budget for Maintenance; preparing bi-weekly payroll for Parkways Department and maintaining payroll files and records; taking dictation and typing memorandums for the Superintendent; preparing and submitting reports requested by other departments; and scheduling appointments, receiving office visitors, and attending meetings with Superintendent when needed. Reports to the Director.

Specific Duties and Responsibilities (This is descriptive, not restrictive as to all tasks included in this position):
ESSENTIAL JOB FUNCTIONS Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases. Supervises and oversees Parkways office. Prepares and monitors division contracts; coordinates with Legal Department and Mayor’s Office. Prepares and coordinates specifications and bids; sends to Purchasing to begin the bid process. Prepares legislation to be approved by City Council. Prepares and verifies payroll; maintains related files and records. Handles all personnel matters and correspondence for Division; processes new employees through Personnel and Civil Service Department; recommends disciplinary action when necessary. Assists Foreman and Superintendent with employee evaluations; maintains confidential files for Civil Service employees in Parkways. Monitors Department expenditures; approves check requests, before submitting to Department Director for signature. Assists Superintendent and Director in preparation of annual budget for Parkways; assists in preparation of Capital Outlay Budget. Assists Superintendent on a daily basis and with preparation of reports; types reports. Takes dictation; types office correspondence for Superintendent. Schedules appointments for Superintendent; reminds Superintendent of appointments. Receives office visitors; provides information as needed. Works with Mayor’s Office to coordinate the use of city barricades and department equipment. Works with other City departments with regard to any questions that are pertinent to Parkways Department. Maintains an up-to-date telephone and address file on employees, vendors, and City departments for Superintendent. Receives and/or reviews various records and reports such as payroll cards, bid information, contract scope of work, personnel forms, and invoices from vendors. Prepares and/or process various records and reports including contracts for department, specifications and bids, legislation, and payroll. Refers to Internet, Civil Services manual, City of Kenner Employee Policy Book, department rule pamphlet, catalogs, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc. Operates a City vehicle and a variety of office equipment and machinery such as copy machine, fax machine, City handheld radio, laminator machine, computer, printer, calculator, etc. Uses a variety of tools such as brush, screwdriver, telephone, letter opener, scissors, standard office tools, etc.; a variety of supplies such as paper, writing instruments, envelopes, general office supplies, etc.; and a variety of computer software such as Microsoft Office, Internet Explorer, Microsoft Outlook, Adobe, etc. Interacts and communicates with various groups and individuals such as Superintendents, Mayor’s Office, Council Office, Director of Parkways Department, and the general public. ADDITIONAL JOB FUNCTIONS Answers office telephone when other employees are unavailable. Assists field personnel and Custodians with forms needed to be completed. Serves as back up for office staff. Prepares incident reports when necessary. Operates City radio communication system when necessary for daily logs of field workers. Performs general administrative/office duties as required, including typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, establishing and maintaining filing systems, etc. Performs related duties as required.

Communication Skills:
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving direction and/or instruction from supervisor.

Physical Requirements:
Must be physically able to operate a variety of automated office machines including computers, typewriters, copiers, calculators, etc. Must be able to exert a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time.

Mental Involvement:
Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Requires the ability to apply influence systems in managing a staff; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Minimum Training and Experience Qualifications:
Current, permanent Civil Service status with the City of Kenner Civil Service four to five years of experience in progressively responsible general office work in and administrative/responsible clerical nature. Must possess a valid Louisiana State Driver’s License.

Interpersonal Relationship Skills:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to tension as a regular, consistent part of the job.

$20.9293 PER HOUR / 35 HOURS PER WEEK
