General Statement of Job:
Under direction of the Director of Emergency Management, this position involves highly responsible and important administrative and field work consisting of the development, maintenance and activation of emergency management plans and procedures; activation of emergency facilities; training and orientation of employees and residents; providing situational updates concerning emergency conditions; and preparation and organization of event related records and supporting documentation. Employee works cohesively with local and regional first responder agencies and officials of the Parish and State Homeland Security and Emergency Preparedness agencies. During emergencies, employee acts as incident management team member or emergency management representative at the scene of a disaster / incident or at command post.

Specific Duties and Responsibilities (This is descriptive, not restrictive as to all tasks included in this position):
ESSENTIAL JOB FUNCTIONS The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. The Emergency Management Coordinator prepares for, identifies mitigation opportunities, responds to, and assists in recovery from minor to major declared disasters and emergencies by anticipating needs, pre-planning goods and services, coordinating with local and state representatives, and maintaining effective response plans and equipment, such as the emergency operations center, and continuously train for and achieve certifications for core knowledge and emergency response position and incident specific techniques. Works closely with municipal fire and police agencies and serves as City liaison to parish emergency management agency, coordinating with that agency in emergency preparedness community outreach programs within the City. Acts as liaison to FEMA, DHS, GOHSEP, military, and public health officials prior to, during and after a disaster in matters of prevention, mitigation, preparedness, response, and recovery activities. This may involve 24-hour response that may involve departmental or city-wide issues, as well as emergency incidents requiring notifications or EOC support. Assist Director with research, preparation, drafting, organization, indexing, filing, archiving, and regular updating of detailed written plans, forms, checklists, annexes, appendices, inserts, brochures, flyers, fact sheets, maps, imagery, pamphlets, and other written and electronic materials related to emergency operations and homeland security. Maintains elements of the City’s comprehensive all-hazard Emergency Operations Plan, including annexes and related documents to meet federal, state and agency directives. Participates in local agency / facility emergency assessments and planning activities maintaining training and exercise requirements to remain compliant with all local, state, and federal regulations as they relate to emergency management Conducts administrative tasks including but not limited to record maintenance, composition of reports, and meeting minutes as pertains to FEMA Hazard Mitigation, FEMA Public Assistance, SHSP, EMPG, and other disaster-related grants. Represents the City on local, regional, parish, state, and federal homeland security, law enforcement and emergency planning committees, working groups, and taskforces. Participates in local and regional emergency planning, drills, exercises, and training initiatives. Interacts with representatives of other governmental entities in an effort to receive and process data, solve problems and coordinate emergency and non-emergency activities involving one or more municipal departments. Keeps Director appraised of individual department emergency management resources and needs. Meets with Federal, State, and Local representatives with emergency functions to coordinate plans and coordinate responses and procedures. Routinely coordinates with mutual aid partner agencies throughout the region. Assists the Director in preparing written and electronic media and materials for distribution during public awareness campaigns, Internet display and for use in briefings or classroom training sessions conducted by the department or in cooperation with other federal, state or regional agencies. Coordinates emergency preparedness and response activities of City contractors and maintains current credentialed employee and placards databases. Maintains updated essential and post essential personnel lists for City departments. Coordinates with hospitals, schools, nursing homes, independent living centers, child care facilities, and other local businesses and entities on emergency preparedness initiatives and planning. Creates partnerships with various civic and community associations, faith-based and non-governmental organizations in preparing for and responding to disasters. Participates in pre-event and incident emergency planning meetings with various governmental agency personnel. Participates in after action review and improvement planning processes. Assists the Director in developing and maintains Continuity of Operations Plans for the City departments. Assists the Director in the developing and maintains plans for various contingencies, such as: points of disbursement, citizen reception center, emergency shelters, staging areas, special facilities, and specialized operations. Functions as Incident Management Team member during disaster. Coordinates City agencies providing Emergency Support Functions during disaster or crisis. Updates position specific descriptions and departmental plans within the Emergency Operations Center. Operates the City’s command post facilities, vehicles, communications equipment, and materials. Assists the Director during emergency situations in preparation and operation of Emergency Operations Center, Call Center and coordination of activities of Essential Personnel from various city departments assigned to facility during emergency. Coordinates routine scheduling, reporting, and tracking maintenance, cleaning and repairs to the Emergency Operations Center, Emergency Housing Unit, other departmental facilities as well as departmental vehicles and equipment. Provides scheduled and periodic updates to government officials and the public on local conditions, special events or activities. Disseminates information regarding a developing or actual emergency situation by preparing and providing status and situation reports and participation in briefing sessions. Maintains activity logs and other appropriate records during emergencies. Prepares incident reports, summaries and presentations for post event review. Participates in post event field survey and coordinates damage assessment activities amongst various City departments. Collects and organizes incident documentation, supporting materials and data in application for emergency aid and public assistance. ADDITIONAL JOB FUNCTIONS/REQUIREMENTS Maintains current knowledge of emergency management principles, programs, practices, resources, agencies, and standards; working knowledge of National Incident Management System/Incident Command System (NIMS/ICS). Remains familiar with the National Response Framework (NRF); National Disaster Recovery Framework (NDRF), State and Parish emergency operations plans (EOP); Homeland Security Exercise and Evaluation Program (HSEEP). Identifies and evaluates disaster preparedness resource needs and assists in research of grant funding, donation and surplus equipment opportunities to support City homeland security and emergency preparedness initiatives. During and post disaster, assists Director and Assistant Director with the preparation of necessary documentation to apply for and secure state and federal funds. Assist with ongoing coordination and reporting efforts relating to projects being totally or partially financed with state, federal or other funding sources. Provides local logistical management support during emergencies. Maintains inventory of municipal emergency facilities, equipment and supplies. Ability to work collaboratively and in close coordination with law enforcement, fire service, emergency medical service, public health officials, and military authorities. Responds to a disaster/emergency within the City of Kenner on a 24/7 call-out basis; responds to a regional coordination center to support parish wide, regional or statewide emergency operations; works effectively under stressful conditions within specified time limits. Performs related duties as required.

Physical Requirements:
Work involves sitting, walking, talking, standing and driving a motor vehicle sometimes for extended periods; extended periods of time at a keyboard or workstation; hearing; using hands to handle, feel or operate objects, tools, keyboard, or controls; and reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus. The employee may be required to push, pull, lift, and/or carry up to 20 pounds. The noise level in the work environment is variable based on exigent conditions.

Minimum Training and Experience Qualifications:
Requires an Associate’s Degree from an accredited college in the areas of Business Administration, Public Administration, Criminal Justice, Fire Science, Emergency Management, or a closely related field, supplemented by at least five (5) years of full-time paid, administrative / field work experience in the area of law enforcement, fire service, emergency medical service, emergency management or related field responsible for emergency planning, emergency preparedness, community emergency response, or disaster recovery. NOTE: A Bachelor’s Degree from an accredited college or university in the areas of Business Administration, Public Administration, Criminal Justice, Fire Science, Emergency Management, or a closely related field will substitute for three (3) years of experience; or a high school diploma or equivalent supplemented by seven (7) years of full-time paid, administrative / field work experience in the area of law enforcement, fire service, emergency medical service, emergency management or related field responsible for emergency planning, emergency preparedness, community emergency response, or disaster recovery may substitute for the Associate’s Degree. ADDITIONAL NOTE: Must possess the following certifications: ICS/IS 100, 700, 800, 200, Must be able to attain the following certifications within the first year of employment: IS 300, 400, 120a, and 546. Preferred to posses FEMA Professional Development Series Certification. Past experience writing emergency response/recovery plans such as Continuity of Operations, Disaster Recovery, Mass Fatality, Points of Distribution, Points of Dispensing; past experience in working with active SNS distributions or drills for such operations. Must be available for extended work periods or shifts to perform duties necessary to respond to emergency conditions. Capable of working under field conditions in a non-office environment for extended periods of time. Available for extended out-of-town travel or training assignments. A current and valid Louisiana driver’s license. Must submit to and successfully pass a background investigation sufficient to demonstrate ability to maintain certifications and clearances necessary to process confidential information and documents related to homeland security, critical infrastructure and emergency preparedness. Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM) credentials preferred. This is an Essential Duty position that requires the employee to report for and remain at work during declared emergencies.

Interpersonal Relationship Skills:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate stress when confronted with an emergency or tight deadline. The worker is subject to tension as a regular, consistent part of the job.
