General Statement of Job:
Under limited direction, performs supervisory and technical work in overseeing, directing, and managing the assigned area. Work involves developing department plans, organizing and assigning work; supervising division staff; overseeing daily operations; developing and administering budgets; purchasing supplies and materials; and preparing operational and statistical reports. Reports to the assigned supervisor.

Specific Duties and Responsibilities (This is descriptive, not restrictive as to all tasks included in this position):
ESSENTIAL JOB FUNCTIONS Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases. Oversees the daily operations of the assigned area. Plans, schedules, coordinates and sets criteria for division projects; prepares cost / labor estimates; determines work methods, materials and equipment for each assigned project; coordinates the work of contractors; coordinates projects with other City departments, divisions, other government agencies and organizations as necessary. Plans work assignments and inspects work progress upon completion. Monitors the progress of all activities to ensure that resources are efficiently used and that projects stay on schedule. Procures supplies, materials, tools and equipment as needed for division operations; prepares specifications for equipment. Coordinates work projects with other departments; assesses the urgency of work projects and sets priorities. Determines, develops and implements operating policies and procedures; identifies needed policy and or procedural change to improve divisions performance. Prepares and administers assigned budget(s); monitors expenditures and prepares related reports. Ensures the maintenance of accurate and complete division records. Establishes policies and procedures; evaluates operations and makes recommendations for change to enhance efficiency and productivity. Receives and responds to inquiries, requests for assistance and/or complaints from City employees, outside agencies, and the public. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Coordinates and/or provides staff training. Attends training, meetings, workshops, etc., as necessary to enhance job knowledge and skills. Receives and/or reviews various forms, reports, correspondence, policies, directories, manuals, reference materials, or other documentation; completes, processes, forwards, or retains as appropriate. Prepares and/or processes a variety of documentation associated with department operations, per established procedures and within designated timeframes; reviews various documentation for accuracy and completeness; distributes/issues various documentation. Refers to policy and procedure manuals, computer manuals, codes / laws / regulations, publications and reference texts, etc. Operates a variety of office equipment and machinery such as copy machine, fax machine, desktop computer, printer, etc. Uses a variety of tools such as standard office tools, etc.; a variety of supplies such as general office supplies, etc.; and a variety of computer software such as word processing, spreadsheet, database, accounting, or other programs. Interacts and communicates with various groups and individuals such as immediate supervisor, coworkers, other department heads and staff, and the general public. ADDITIONAL JOB FUNCTIONS Performs other related duties as required. Essential duty status position, will be required to report to work during emergency situations, including, but not limited to, city-wide declared emergencies.

Communication Skills:
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to co-workers or assistants. Includes receiving assignments and/or directions from supervisor.

Physical Requirements:
Must be physically able to operate dump truck, motor grader, loader, roller, backhoe, carpentry tools, chain saw, pipe saw, calculator, etc. Must be able to exert up to fifty pounds of force occasionally, and/or up to twenty-five pounds of force frequently, and/or up to ten pounds of force constantly to lift, carry, push, pull or otherwise move objects. Must be able to lift and/or carry weights of ten to one hundred pounds. Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Mental Involvement:
Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Requires the ability to apply influence systems in managing a staff; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Interpersonal Relationship Skills:
Requires the ability to deal with people beyond giving and receiving instructions. The worker needs to relate to people in situations involving more than giving or receiving instructions. Must be adaptable to performing under minimal levels of stress when confronted with an emergency.
