General Statement of Job:
Under limited supervision, performs administrative and supervisory work in directing the operations of assigned programs for the Community Development Department. Work involves organizing and maintaining a working relationship with groups and organizations that partner with the Resource Center to offer services to the community; planning, arranging, and directing activities and the day-to-day administration; providing direction for programs and overseeing attendance of the Resource Center; serving as a liaison for the Hispanic Community and their needs as it pertains to permits, fines, inquiries, etc. Good written and oral communication skills in both English and Spanish for the Hispanic Resource Center position. Reports to the Community Development Director.

Specific Duties and Responsibilities (This is descriptive, not restrictive as to all tasks included in this position):
ESSENTIAL JOB FUNCTIONS Supervises department employees which involve such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination, and salary increases. Oversees assigned Resource Center; conducts and coordinates Resource Center schedule and day-to-day operations and planned activities. Organizes supervises and manages assigned programs and staff. Organizes and assists with translating for the Free Legal Aid for low to moderate Hispanic community. Organizes, supervises, and monitors Spanish class program. Coordinates and supervises social activities at the assigned Resource Center. Assists Kenner residents with Community Development Rehab grants. Prepares an annual inventory of building contents and property condition, work orders for required maintenance and grounds keeping, and Information Technology work orders for computer equipment. Supervises and assists in the preparation of seminars, programs, etc. Supervises the implementation of English as a Second Language Program in collaboration with Jefferson Parish Adult Education. Translates for the Spanish speaking community as needed. Provides assistance with the planning and implementation of policies, initiation of programs, and the planning of Center operations. Serves as point of contact for programs and events as requested by the Community Development Director. Prepares and creates flyers for various programs; sends electronic mail to organizations of times and dates of programs; communicates with the media about programs times and dates with the approval of Community Development Director. Receives and/or reviews various records and reports such as requests from different groups and organizations, requests for new services needed, requests for facility usage, and requests for time off. Prepares and/or processes various records and reports such as work orders, flyers, registration packets, electronic mail, and public service announcements. Refers to Social Service Directories, City Directory, Internet, policy and procedure manuals, codes /laws /regulations, publications, and reference texts, etc. Operates City of Kenner van and/or truck and a variety of equipment and machines such as copy machine, facsimile machine, computer equipment, etc. Uses a variety of tools such as stapler, standard office tools, etc.; a variety of supplies such as general office supplies, etc.; and a variety of computer software such as Microsoft Word, Microsoft Excel, Microsoft Publisher, Rosetta Stone, Advantage, etc. Interacts and communicates with various groups and individuals such as Community Resource Center Director, Community Development Department staff, English as Second Language Program Coordinator / Instructor, First Time Homebuyer Training Coordinator, Hispanic media, and the general public. ADDITIONAL JOB FUNCTIONS Plans and implements outreach events such as seminars, approved community programs, health fairs, etc. Use of Technology platforms including electronic communications, data,-system record keeping & report writing. Able to work effectively in a team, build consensus, and work with all stakeholders of the programs. Performs general administrative/office duties as required, including typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, establishing and maintaining filing systems, etc. Performs other related duties as required.

Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving direction and instruction from supervisor and giving instructions and/or direction to subordinates.

Physical Requirements:
Requires light work that involves walking or standing much of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.

Mental Involvement:
Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to deal with several abstract and concrete variables. Requires the ability to use influence systems in staff supervision; to learn and understand complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Minimum Training and Experience Qualifications:
Requires a Bachelor�s degree in Social Sciences, Liberal Arts, Public Administration, Business Administration, or closely related field in addition to at least three years of experience that includes operations, marketing, partnership development, and human services/counseling work; or any equivalent combination of education or work experience which demonstrates the required skills, knowledge, and abilities. Must be bilingual in English and Spanish. Must possess a valid Louisiana driver�s license.

Interpersonal Relationship Skills:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to tension as a regular, consistent part of the job.

Salary Requirements:
$20.9293 PER HOUR / 35 HOURS PER WEEK
