General Statement of Job:
Under limited supervision, performs related high-level technical and supervisory work in supervising, coordinating, and directing the activities of the workers in the Recreation Maintenance Division of the Parks and Recreation Department. Work involves handling the responsibility for the daily maintenance of the Recreation Department�s playgrounds, gyms, lots, and other facilities under the control of the Recreation Department. Reports to the Assistant Parks and Recreation Director.

Specific Duties and Responsibilities (This is descriptive, not restrictive as to all tasks included in this position):
ESSENTIAL JOB FUNCTIONS Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases. Supervises and directs all personnel in the Recreation Maintenance Division; prepares and schedules daily work assignments for Foremen to distribute to crews; determines number of personnel, equipment, and materials as needed. Supervises and inspects scheduled job sites ensuring compliance of all instructions, policies, and procedures are being followed; inspects completed jobs. Reviews, prepares, and/or completes work orders, reports, records, and various forms of activities to insure proper procedures were followed and met. Supervises, organizes, and implements approved requests and scheduled maintenance and repair work to be performed in City Council Districts. Directs the operation of grass cutting, tree trimming, etc. and equipment and vehicles needed in the performance of assignments. Supervises in-house building construction, maintenance, plumbing, and electrical repairs for Recreation facilities. Initiates proper disciplinary action when necessary. Conducts interviews with new employee applicants or promotional employee interviews for open positions; makes recommendations for hiring. Monitors expenditures of Division in accordance with budget allocation; ensures Purchasing procedures are followed; assists in the preparation of annual budget for Recreation Maintenance Division. Prepares Capital Outlay Budget for Recreation Maintenance. Prepares employee evaluations. Handles the responsibility for accountability of equipment, materials, and machinery in Recreation Maintenance Division. Receives and/or reviews various records and reports such as work orders, diagrams and drawings, plans and specifications, memorandums from Director, and leave requests. Prepares and/or processes various records and reports such as specifications, material lists, drawings, and layout projects. Refers to blueprints, safety manuals, first aid manuals, equipment manuals, product manuals, policy and procedure manuals, codes and regulations, technical drawings, etc. Operates a variety of vehicles, equipment, and machinery such as truck, radio, lawn equipment, stake body truck, bobcat, computer, printer, etc. Uses a variety of tools such as power tools, survey instruments, electrical testers, hand tools, saws, drills, standard office tools, etc.; a variety of supplies such as rulers, writing instruments, drafting tools, scale rule, wood, wire, general office supplies, etc.; and a variety of computer software such as Microsoft Office, Internet Explorer, Microsoft Outlook, Adobe Acrobat, etc. Interacts and communicates with various groups and individuals such as Director of Parks and Recreation, Assistant Director of Parks and Recreation, vendors, contractors, foreman, and the general public. ADDITIONAL JOB FUNCTIONS Prepares payroll when Office Manager is unavailable. Assists other departments with manpower and equipment. Monitors office when staff is unavailable. Performs general administrative / clerical duties as required, including preparing reports and correspondence, copying and filing documents, answering the telephone, entering computer data, attending meetings, etc. Performs related duties as required.

Communication Skills:
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and receiving assignments and/or direction from supervisor.

Physical Requirements:
Tasks involve the regular, and at times sustained, performance of moderately physically demanding work, typically involving some combination of climbing, balancing, stooping, kneeling, crouching and crawling, and the lifting, carrying, pushing and/or pulling of objects and materials of moderately heavy weight (up to 50 pounds), and occasionally heavier objects and materials (up to 80 pounds).

Mental Involvement:
Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Requires the ability to apply influence systems in managing a staff; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Minimum Training and Experience Qualifications:
Current employment and permanent Civil Service status with the City of Kenner in responsible, supervisory class of work involving civil/recreation maintenance work. Must possess a valid Louisiana driver�s license.

Interpersonal Relationship Skills:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to danger or risk to a moderate degree and to tension as a regular, consistent part of the job.

Salary Requirements:
$21.7394 PER HOUR / 40 HOURS PER WEEK
