General Statement of Job:
Under limited direction, performs supervisory and technical work in planning and supervising an assigned area of the Public Works Department. Work involves handling the responsibility for the daily operation of the Streets, Drainage, Traffic and Street Lights Divisions of the Public Works Department; and supervising, coordinating, and directing the activities of the workers. Reports to the Assistant Director of Public Works.

Specific Duties and Responsibilities (This is descriptive, not restrictive as to all tasks included in this position):
ESSENTIAL JOB FUNCTIONS Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases. Maintains knowledge of and complies with City and Public Works’ policies and procedures. Adheres to all safety rules and regulations. Handles the responsibility for all personnel related matters for employees under supervision including review of attendance, policy and procedures violations, etc.; assures proper disciplinary action is issued when necessary. Maintains a knowledge of equipment needed for the repairs and maintenance and to be able to instruct his/her subordinates of streets, drainage, traffic signs, traffic signals, street lights and of vehicle and Directs the operations of various equipment for streets, drainage, traffic and street lights. Inspects contractor’s related work and reports. Prepares and schedules daily work assignments for crews; determines number of personnel, equipment, and materials needed. Supervises and directs all personnel in performance of job duties by personally inspecting and directing supervisory inspection of scheduled job sites assuring compliance with all instructions, policies, and procedures are being followed. Reviews, prepares, and/or completes work orders, reports, records, and various forms of activities, etc. to insure proper procedures were followed and objectives met. Conducts interviews for new employee applicants or promotional employee interviews; completes interview form; makes recommendations. Requisitions tools, equipment, and supplies following City and departments purchasing and inventory procedures. Handles the responsibility for accountability of all materials, equipment, tools, and machinery under control; maintains accurate inventory listing. Monitors expenditures in accordance with budget allocations; assures Purchasing procedures are followed. Inspects completed work to ensure workmanship is done in an acceptable manner. Deals independently with work problems and procedures. Operates a two-way radio under FCC guidelines. Supervises, organizes, and/or implements approved requests and scheduled maintenance and repair work to be performed in certain assigned City Council Districts. Receives and/or reviews various records and reports such as work orders, purchase order request, work order reports, bid contracts, material contracts, leave requests, and employee evaluation. Prepares and/or processes various records and reports such as schedule, work orders, monthly reports, specifications and bids for Public Works. Refers to maps, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc. Uses a variety of tools and Computers programs (such as hammer, screwdriver, drills, saws, wrenches, etc.; a variety of supplies such as paper, screws, nails, tape, general office supplies, etc.; and a variety of computer software such as Microsoft Office, Microsoft Outlook, Internet Explorer, Photo Software, etc.) Interacts and communicates with various groups and individuals such as Assistant Director, coworkers / subordinates, contractors, sales representatives, and the general public. ADDITIONAL JOB FUNCTIONS Performs minor maintenance on city vehicles such as washing vehicles, etc.\011 Responds to after hour calls for emergency situations. Performs other related duties as required. Essential duty status position, will be required to report to work during emergency situations, including, but not limited to, city-wide declared emergencies.

Communication Skills:
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to co-workers or assistants. Includes receiving assignments and/or directions from supervisor.

Physical Requirements:
Must be physically able to operate dump truck, motor grader, loader, roller, backhoe, carpentry tools, chain saw, pipe saw, calculator, etc. Must be able to exert up to fifty pounds of force occasionally, and/or up to twenty-five pounds of force frequently, and/or up to ten pounds of force constantly to lift, carry, push, pull or otherwise move objects. Must be able to lift and/or carry weights of ten to one hundred pounds.

Mental Involvement:
Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Requires the ability to apply influence systems in managing a staff; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Minimum Training and Experience Qualifications:
Current, permanent Civil Service status and extensive experience in the construction and design of road and drainage systems or Street Lighting or Traffic signals or Traffic signage including one year at the supervisory level; or any equivalent combination of training and experience, which provides the required skills, knowledge and abilities. Must possess a valid class “A” Louisiana driver's license.

Interpersonal Relationship Skills:
Requires the ability to deal with people beyond giving and receiving instructions. The worker needs to relate to people in situations involving more than giving or receiving instructions. Must be adaptable to performing under minimal levels of stress when confronted with an emergency.

Test Required:
The Civil Service Examination may consist of a written test and/or a rating of training and experience.

Salary Requirements:
$21.7394 PER HOUR / 40 HOURS PER WEEK
