General Statement of Job:
Under intermittent supervision, performs advanced administrative functions necessary to ensure the successful and efficient accomplishment of one or more significant Code Enforcement Department projects including the management and documentation of City functions. Reports to the Assistant Director of Code Enforcement.

Specific Duties and Responsibilities (This is descriptive, not restrictive as to all tasks included in this position):
ESSENTIAL JOB FUNCTIONS Manages all administrative aspects of project(s) including planning, organization, communication, processing of transactions, and documentation. Composes project plan documents including scope, schedule, and budget; incorporates information provided by project contingent including department staff, Mayor’s Office, other public agencies, contractors, project committee, and the community. Maintains project calendar including record of activity, deadlines, meetings, and financial transactions; tracks various deadlines to ensure compliance with applicable Code, contracts, and agreements. Processes various dealings, contracts, agreements, claims, records, reports, and requests; establishes and maintains accurate record of all transactions. Responsible for processing financial transactions including the collection of funds, documentation of transactions, and reconciliation with City and funding agencies. Prepares quarterly, bi-annual, or annual project reports; presents to Director and City officials. Collaborates with City officials in defining and implementing project strategies; provides timely advice and information on project opportunities, requirements and procedures. Identifies issues and concerns which may impact the project; determines and recommends processes and procedures which may serve to improve project outcome. Meets regularly with the Director, Assistant Director, and/or Chief Building Official to receive and report on the status of the project(s). Serves as a resource to the Mayor’s Office and other City departments on the project’s status; provides information, research, analysis, written reports, and recommendations as needed. Advises project partners of activities and goals; assists in the coordination of joint promotional events to improve the quality and success of the project. Fosters strong and productive working relationships with appropriate public agencies, contractors, project committees, and community members involved with or impacted by the project. Serves as a liaison participating in or coordinating meetings and discussions with project contingent including department staff, Mayor’s Office, other public agencies, contractors, project committees, and the community. Staffs and operates Code Enforcement extension office at appropriate location for project. Submits records requests regarding the project to the City Attorney’s Office; assembles requested records and submits to City Attorney’s Office for dissemination. Refers to codes, ordinances, laws, policies, procedures, Internet, research materials, meeting minutes, other City employees, email, mail, publications and reference texts, etc. Operates a vehicle and a variety of office equipment and machinery such as copy machine, fax machine, calculator, cell phone, telephone system, computer, etc. Uses a variety of tools such as standard office tools, etc.; a variety of supplies such as binders, newsletters, books, filing cabinets, file folders, general office supplies, etc.; and a variety of computer software such as Microsoft Office, Internet Explorer, etc. ADDITIONAL JOB FUNCTIONS Performs related duties as required.

Communication Skills:
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes the giving of direction and assistance to co-workers. Includes the receiving of information and direction from supervisor.

Physical Requirements:
Must be physically able to operate a variety of automated office machines including computer, printer, typewriter, facsimile, copier, calculator, etc. Must be physically able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Position involves sedentary work which requires sitting most of the time, but may involve walking, standing, stooping, kneeling, and reaching for brief periods of time. Must be able to lift and/or carry weights of approximately ten to twenty-five pounds.

Mental Involvement:
Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to deal with several abstract and concrete variables. Requires the ability to learn and understand complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information

Minimum Training and Experience Qualifications:
Current, permanent Civil Service status in the Department of Inspection and Code Enforcement with considerable code enforcement or project management work experience; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Must possess a valid Louisiana State driver’s license.

Interpersonal Relationship Skills:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to tension as a regular, consistent part of the job.

Test Required:
The Civil Service examination may consist of a rating of training and experience and/or a written examination.

Salary Requirements:
$20.9293 PER HOUR / 35 HOURS / WEEk
